Job Role:
The BDD Talent Development Hub is looking for a full time Monitoring and Evaluation Officer to develop and manage the monitoring and evaluation plan under the World Bank financed SUL grant. Under the SUL project, he/she will be responsible to assist in developing and refining monitoring and evaluation tools and systems to monitor the efficacy of the activities under SUL Project. This includes of best practices in data collection, as well as analysis of existing data. At the same time, he/she will support in the setup of all project’s Key Performance Indicators as well as the different tools to measure them.
Roles and Responsibilities:
• Design the requirements for the tools to be used to track progress in activities implementation as well as beneficiaries’ performance and advancement in the SUL
• Write all M&E reports related to the SUL project
• Develop a clear monitoring and evaluation plan for all activities under the SUL project
• Advise on all the necessary tools including systems for collecting, storing data and measuring the performance of the activities under the SUL project, as well as tracking the beneficiaries during the training activities, and potentially afterwards
• Monitor and evaluate overall progress on achievement of results
• Suggest strategies for improving efficiency and effectiveness of all the activities under SUL project
• Collect and analyze data, to meet all relevant reporting requirements and measure the impact of interventions as well achievements against the performance indicators and risk log related to the pilots under the SUL Project)
• Develop baseline data for each activity under the SUL project
• Identify and document lessons learned and best practices, suggest recommendations on improving project
• Support the BDD Academy Executive Director in producing internal reports related to the SUL project, and conduct reviews on the performance and progress of SUL project related institutional fundraising against agreed financial targets, operational activities, and annual objectives
Qualifications:
• Bachelor degree in Business Analytics, Business Administration, Statistics, Economics or any other related field
• Additional certification in M&E is a plus
• At least 6 years’ experience in M&E or similar role
• Experience working with international agencies is a plus
• Proficiency in MS Office
• Fluent in English and Arabic, French is a plus

Duration:
• The duration of this Consultancy is a total of 7 months, expected to span over the period May 2022, to June 2023. Remuneration will be determined based on the candidate’s experience and the Terms of Reference. Based on program needs, budget availability and consultant performance, the contract may be extended.
• The consultant will report to the BDD Academy Executive Director.
