Project Context
As part of the EUSEEDS project (Enable, Upgrade and Spread Employability, Entrepreneurship and Digital Skills), co-funded at 89% by the European Union under the Interreg NEXT MED Programme, Forward MENA is launching a call for consultancy detailed below. The EUSEEDS project supports the creation and strengthening of 20 university employability centers across Cyprus, Egypt, Jordan, Lebanon, and Palestine. This consultancy is targeting the following objectives:

• Production of a study identifying medium-term skills required to meet labor-market demand in the five target countries. (Cyprus, Egypt, Jordan, Lebanon, and Palestine)
• Understanding high-demand occupations and the emergence of AI-related competencies.

Expected Deliverables

Deliverable 1: Final Multi-Country Skills Identification Study

The report must include:

1. Executive Summary
2. Methodology
3. Country Chapters (5): Lebanon / Jordan / Palestine / Egypt / Cyprus
4. Medium-term skills projections
5. High-demand occupations
6. Digital and AI-related competencies
7. ESCO-aligned skills mapping per country
8. Cross-country comparative analysis
9. Policy and programmatic recommendations
10.  Implications for EUSEEDS employability centers

All deliverables must be submitted in English.

Implementation Timeline

The consultancy will run from: January 2026 to March 2026
Aligned with the project’s “Next Steps” timeline:

• The study is explicitly scheduled for January 2026. 

Post-Submission Review and Potential Adjustments

Following the submission of the final deliverables, Forward MENA reserves the right to request reasonable modifications, clarifications, or updates based on the project’s evolving findings or implementation needs. This review may take place up to six (6) months after the deliverables have been submitted. Any requested adjustments will remain within the original scope of work and will not entail additional costs unless mutually agreed upon in writing.
