Job Description

1. Background

The Youth Employment in the 21^st Century Digital Economy project, implemented by Forward MENA, aims to improve the employability of vulnerable youth by equipping them with in-demand digital skills aligned with labor market needs.

Through nammiskills, Forward MENA’s digital upskilling and employment platform, youth access free, certified learning pathways from global providers, practical career guidance, and links to job opportunities. Within this framework, Forward MENA seeks to engage a consultant to deliver training on the Microsoft Power BI Data Analyst Professional Certificate, supporting youth certification readiness and employability in data-driven roles.

2. Objective of the Consultancy

The objective of this consultancy is to design and deliver a structured, exam-aligned training program that prepares youth beneficiaries to successfully sit for the Microsoft Power BI Data Analyst Professional certification exam, while developing practical data analytics skills aligned with labor market needs.

3. Scope of Work

The consultant will:

• Deliver hands-on training covering all domains of the Microsoft Power BI Data Analyst certification
• Build practical competencies in data preparation, modeling, visualization, dashboard creation, and data-driven decision-making
• Support certification readiness through guided practice, mock exams, and exam-focused review sessions

4. Methodology

The training will be delivered through an online, instructor-led approach, designed to accommodate youth availability during weekday evenings.

The methodology will include:

• Online live sessions on weekday evenings
• Approximately 20 total training hours, with:
  • Minimum 2 hours per session
  • At least 3 sessions per week
  • Up to 25 participants
• A structured curriculum aligned with Microsoft Power BI Data Analyst exam domains
• Hands-on labs, practical exercises, and case studies using Power BI
• Continuous assessment through quizzes and practical tasks
• Guided exam preparation sessions and mock exams aligned with certification formats
• Ongoing instructional support, feedback, and Q&A sessions

5. Expected Deliverables

The consultant will deliver:

• A structured online training program (approx. 20 hours) aligned with the Power BI Data Analyst certification
• Training materials, presentations, and practical exercises tailored to youth learners
• Hands-on case studies using Power BI
• Guided exam preparation sessions and mock exams
• A final completion report including attendance, learner performance, and exam readiness outcomes

6. Duration and Timeline

The consultancy will run from mid-February to mid-April 2026, with training delivery scheduled for February 2026.

Subject to satisfactory performance and program needs, the consultancy may be extended upon mutual agreement.

7. Consultant Qualifications

7.1 Academic Qualifications

• A university degree in data analytics, computer science, information systems, or a related field.
• A Master’s degree is an asset.

7.2 Professional Experience

• Proven experience in data analysis or related fields.
• Experience delivering digital skills or certification-oriented training.

Experience preparing learners for professional certification exams is an asset.

• Experience with exam structures and test banks used in authorized certification centers is an asset.
  1. Technical Expertise

• Microsoft Power BI certification (mandatory for lead trainer)
• Strong practical proficiency in Power BI

7.4 Competencies

• Excellent communication and learner-centered approach.
• Strong planning, time management, and results-oriented mindset

8. Reporting and Coordination:

The consultant will report to Forward MENA and coordinate closely with the YEDE project team, providing regular updates throughout the consultancy period.

Required Application Documentation

a. Technical Proposal

A document outlining:

• The proposed methodology and training approach
• A clear workplan and timeline
• A detailed training outline covering all modules of the Microsoft Power BI Data Analyst certification, including learning objectives, session structure, and practical exercises
• Any added-value elements relevant to the assignment

b. Financial Proposal

A financial offer that:

• Specifies the total cost for the full scope of work
• Is presented in USD
• Clearly states whether costs are inclusive or exclusive of VAT and other applicable taxes

c. Consultant Portfolio

Documentation demonstrating relevant experience, including:

• Examples of previous trainings delivered
• Evidence of experience in data analytics or Power BI–related training, particularly certification-oriented programs

d. CV(s) of Key Personnel

CV(s) of all personnel involved in delivering the training

e. Legal Documents

Where applicable:

• Company registration documents
• Ministry of Finance (MOF) number (company and/or individual consultant)
• VAT certificate (if applicable)

 Evaluation Criteria

Applications will be assessed based on the following criteria:

• Understanding of the assignment and proposed approach
• Quality and relevance of the proposed methodology and training plan
• Relevant experience and qualifications of the consultant and key personnel
• Financial clarity and cost-effectiveness

Only applications meeting all administrative requirements will be considered. The consultancy will be awarded to the consultant offering the best overall value and technical suitability for the assignment.
