The Forward Digital Mena Organization has applied for financing from the World Bank toward the cost of the Digital Skilling for Employment (DSE) project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the full lifecycle design, development, integration, testing, deployment, and post-launch support of nammiskills V2, ensuring alignment with evolving user needs, labor market demands, and donor reporting requirements. Over the period of up to 20 (twenty) months, ensuring full consistency with the TOR.
Forward Mena now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Shortlisting criteria:
The shortlist will contain 5 (five) to 8 (Eight) firms.
The attention of interested Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, effective March 1, www.forwardmena.org 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and unfair competitive advantage.
In addition, consultants that have been involved in previous phases of the nammiskills platform development, including the development of Version 1 under World Bank financing, may participate in this procurement provided that any potential conflict of interest, including any unfair competitive advantage arising from prior involvement, is addressed in accordance with Paragraph 3.17 of the Procurement Regulations. To this end, relevant information shall be made available to all interested consultants on an equal basis to safeguard open and fair competition.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
