Job Description
Background:
To address the skills and talent gap in the tech and digital space in Lebanon, Beirut Digital District (BDD) had launched the BDD Academy in 2019 to support the new generation of educational programs in testing and developing their curriculum, sourcing participants, fundraising and scaling.
Today, the BDD Academy supported by the World Bank, UNICEF and other key donors is managing several strategic projects that aim to develop talent to work in the digital and creative sector.
The project is composed of two streams:
The design and development of an online platform for micro-credentials to enhance access to employability and intermediation services, skills and job matching, and private sector linking within the digital economy for youth. The platform vision, strategy and roadmap will be determined during a product design phase that will involve different types of stakeholders
The implementation of offline career guidance activities, trainings and certifications as well as online and offline employment services to support around 5.000 youth in identifying their potential careers, acquiring certifications from global Tech players and getting support to find internships and jobs
Roles and Responsibilities:
- Advise on all the necessary tools including systems for collecting, storing data and measuring the performance of the activities under the Forward MENA projects, as well as tracking the beneficiaries during the training activities, and potentially afterwards
- Manage the tools used to track progress in activities implementation as well as beneficiaries’ performance and advancement in the Forward MENA projects
- Write all M&E reports related to the Forward MENA projects
- Develop a clear monitoring and evaluation plan for all the Forward MENA projects
- Monitor and evaluate overall progress on achievement of results
- Suggest strategies for improving efficiency and effectiveness of all the Forward MENA projects
- Collect and analyze data, to meet all relevant reporting requirements and measure the impact of interventions as well achievements against the performance indicators and risk log related to the Forward MENA projects
- Identify and document lessons learned and best practices, suggest recommendations on improving project
- Support the BDD Academy Executive Director in producing internal reports related to the Forward MENA projects, and conduct reviews on the performance and progress of the Forward MENA projects related institutional fundraising against agreed financial targets, operational activities, and annual objectives
Qualifications:
- Bachelor degree in Business Analytics, Business Administration, Statistics, Economics or any other related field
- Additional certification in M&E is a plus
- At least 4 years’ experience in M&E or similar role
- Experience working with international agencies is a plus
- Proficiency in MS Office
- Fluent in English and Arabic, French is a plus

Duration:
- The duration of this Consultancy is a total of 8 months, expected to span over the period November 2022, to July 2023. Remuneration will be determined based on the candidate’s experience and the Terms of Reference. Based on program needs, budget availability and consultant performance, the contract may be extended.
- The consultant will report to the BDD Academy Executive Director.
